About the Project

Fairfax City is implementing a neighborway along Fair Wood Parkway (formerly Plantation Parkway). The city’s bicycle plan defines a neighborway as a street with low vehicle volumes and speeds that accommodate safe bicycle travel through signage, pavement markings, and/or traffic calming.

Neighborways provide low-stress routes on residential streets as an alternative to busier arterial roads. Neighborways are shared by automobiles and bicycles at speeds that are more comfortable for bicyclists and increase the number of routes available to cyclists of all ages and abilities. Neighborways can also benefit residents, drivers, and pedestrians by calming traffic and encouraging more predictable travel behavior.

The primary goals for this project are to:

  1. Develop guidelines for how neighborways should be designed to help drivers, cyclists, and pedestrians share the street safely
  2. Design and implement the neighborway as a pilot project on Fair Woods Parkway

The city’s bicycle master plan recommends a network of neighborways to provide more options for the community to bike and walk within and between neighborhoods, community centers, activity centers, and other destinations. Fair Woods Parkway was selected for the first neighborway project due to its connectivity benefits, such as the route to the Vienna Metrorail station, the George Snyder Trail, and the planned Country Club Commons Trail, as well as residents' desire for traffic calming. The project area is between the George Snyder Trail crossing (just north of Fairfax Boulevard) and the cul-de-sac at the north end of the road.

    Thank you for your question. The city will begin acquiring right-of-way along Blenheim Boulevard soon. We anticipate construction starting in fall 2025, with the relocation of utilities along the corridor. The project team presented an update to City Council during a design public hearing on June 13, 2023. You can view the slides here.

  • Share I'm in favor of this project, but would like to emphasize that the left turn lane coming from Fair Woods to FX Blvd needs to be set back from the crosswalk (and from the right turn lane). If both lanes use the same stopping point it's virtually impossible to turn right on red - because cars often do not stop behind the white line - they often stop in the crosswalk, which of course is a traffic violation and unsafe.     The posted plans indicate that the stop bar for the left turn lane from Fair Woods Parkway has been set back further, as you suggested. Please confirm if this addresses your question correctly. Thank you.

    Thank you for your question. Our plans indicate that the sight distance triangles have been calculated in accordance with the AASHTO Green Book standards. The existing and available sight distances at both Calvary Drive and Fair Woods Parkway, as well as at Fair Woods Parkway and Fairfax Boulevard, exceed the minimum required.

    The approximate cost of the of the neighborway project is $300,000. This work is being combined with the paving work for the roadway. We are able to save costs since we would need to restripe and address concrete defects as part of that work.

    We don’t expect to see a large increase in cyclists and pedestrians due to this project. Fair Woods Parkway is designated as a neighborway, meaning it’s a low-stress route for bicyclists. Residents are encouraged to utilize public sidewalks and streets to walk and bike as a safe and healthy alternative to driving. The improvements will make the existing neighborway safer. 

    Typically, if the police department sees an increase in crimes or trends, they divert resources to address the problem and examine the causes. This includes targeted patrols, increased police presence – utilizing the bike team for specific assignments and to increase police visibility – and outreach to the affected community. In addition, a camera system is strategically located to identify vehicular traffic that may be involved in criminal activity.

    Yes, that is the plan. The remaining maintenance work has been paused so we can coordinate the neighborway project with the maintenance work this fall. The work being done currently is spot repairs and is limited.

    Staff is updating the cost estimates to reflect the concept approved by City Council at the March 26, 2024, meeting. We aim to have updated estimates in June.

    This project (the Fair Woods Parkway/Plantation Parkway Neighborway) is focused on the on-street environment, including potential features such as crosswalks, traffic calming, and wayfinding. This project does not include changes to the Dale Lestina Park or Trail.

    This question has been forwarded to the Parks and Recreation Department, which is responsible for maintenance and future plans for the park and trail. At this time, we are not aware of any plans to widen the trail or add lighting.
