What is a Road Safety Audit?

An RSA is a formal safety performance examination of a road by an independent, multidisciplinary team. It evaluates potential road safety issues and identifies opportunities to improve safety for all road users. The aim of an RSA is to answer the following questions:

  • What elements of the road may present a safety concern: to what extent, to which road users, and under what circumstances?
  • What opportunities exist to eliminate or mitigate identified safety concerns?

The completed RSA will provide the city with recommendations for potential safety improvements. Some smaller improvements may be possible to implement through maintenance and spot improvements, while larger recommendations may require further analysis, concept development, and funding identified through the city’s Two-Year Transportation Program.

Pickett Road RSA Study Purpose

The Fairfax City Council endorsed an application to the Metropolitan Washington Council of Governments Regional Roadway Safety Program, and the city was subsequently awarded a grant to conduct an RSA and identify safety challenges faced by all road users on Pickett Road between Main Street and Fairfax Blvd/Route 50.

Between 2021 and 2025, more than 200 crashes were reported in this corridor, including more than 50 injuries. Due to the topography, travel speeds, and mix of traffic on this route, and given the evolving character of the activity centers (Fairfax Circle and Pickett and Main) and neighborhoods connecting to this road, the city recognizes the need to evaluate the safety of Pickett Road to identify critical issues and to prioritize potential improvements for future implementation.

Study Area

The study area is approximately 1.6 miles between Main Street (Route 236) and Fairfax Boulevard (Route 50). Main trip generators within and near the study area include:

  • Low and medium-density residential neighborhoods
  • Commercial shopping plazas (Scout on the Circle, Main Street Shopping Center, Fair City Mall, Main Street Marketplace)
  • Thaiss Park
  • Major Industrial Uses

Recommended Safety Improvements

The completed RSA will recommend a combination of short- and long-term safety countermeasures. Some improvements may be implemented through maintenance and spot improvements, while larger projects may require additional analysis, concept development, and funding identified through the city’s Two-Year Transportation Program.
