About the ProjectMove Fairfax City Plans
The City of Fairfax was awarded a federal Safe Streets for All grant to develop a citywide safety action plan, conduct an Old Town Fairfax circulation study, and develop a citywide pedestrian master plan.
Each plan will have distinct recommendations and priorities, but there is significant overlap between the goals and analysis requirements for these three plans. Therefore, the city has initiated a single project to develop these plans as a coordinated effort. Key areas of overlap include safety analysis, pedestrian needs evaluation, and public engagement.
Safety Action Plan
The safety action plan will evaluate roadway safety and develop recommendations to improve safety for all roadway users (drivers, pedestrians, bicyclists, transit riders). This plan supports the goals in the city's comprehensive plan to improve safety on the regional transportation network and to provide safe and attractive options for residents to move within and between neighborhoods.
Pedestrian Master Plan
The pedestrian master plan will evaluate pedestrian needs across the city and identify priority recommendations for pedestrian network improvements. This plan supports the goals in the city's comprehensive plan to improve pedestrian safety, connectivity, and circulation.
Old Town Fairfax Circulation Study
The Old Town Fairfax circulation study will evaluate the feasibility of alternative traffic circulation patterns and potential opportunities to improve walkability, connectivity and safety in Old Town. This study advances recommendations in the Old Town Fairfax Small Area Plan to improve transportation in the activity center.

This project will develop three plans – a citywide transportation Safety Action Plan, a citywide Pedestrian Master Plan, and an Old Town Fairfax Circulation Study. This has also been referred to as the Safe Streets for All (SS4A) project, since these plans are funded with federal Safe Streets for All funding. Going forward, this project will be referred to as Move Fairfax City.
Please complete this brief questionnaire to apply for one of the two at-large seats on the Move Fairfax City steering committee. Applications are due by 5pm on Tuesday, June 10, 2025.
