Consultation has concluded. The city council directed staff to submit a funding application to the Transportation Alternatives Program.

Project Status

This project is at Step 7 (see roadmap below). The city council, on May 13, 2025, directed staff to seek outside funding for design and construction. Watch the meeting clip. The city submitted a funding application to the FY 2027 Transportation Alternatives Program and will seek additional funding for the balance of the project. Public engagement will resume during the design phase if this project is funded.

The City of Fairfax evaluated the feasibility of constructing a new sidewalk on Norman Avenue between the Chain Bridge Road Service Road and Hill Street. The city developed a concept plan and sought public feedback on this proposal.

The public comment period for this project kicked off on Feb. 19, 2025, with an open house where the community was invited to view the concept plan, talk with staff, and provide feedback in a short survey. The Concept Plan and other Open House exhibits can also be viewed online.

The public comment period concluded March 17, and the city council reviewed feedback and discussed next steps at their May 13, 2025, meeting.

Project Background

In 2020, the Cobbdale neighborhood submitted a petition to the City requesting a feasibility study for a sidewalk in the neighborhood. After receiving this petition, the city conducted a high-level evaluation of the existing street and sidewalk network and recommended Norman Avenue for further study. This evaluation was based on the city’s Residential New Sidewalk Policy, which evaluates sidewalk requests based on several factors including accessibility and connectivity benefits, traffic safety benefits, community support, and constructability considerations.

The Norman Avenue Sidewalk Feasibility Study was then included in the FY 2024-2025 Two-Year Transportation Program adopted by Fairfax City Council in June 2023.
