The city has begun a project to replace the deteriorating stormwater culvert underneath Sager Avenue, near Barbour Drive. The corrugated metal culvert will be replaced with a concrete arch. Preliminary engineering is ongoing and design is expected to be complete by summer 2026, with construction to follow that winter.

A structural analysis conducted by the city in 2017 recommended replacement of the culvert. At that time, concrete was poured into bottom of the culvert to extend the two pipes’ service life until funding for replacement became available. The $1.76M project was approved in the fiscal year 2025 capital improvement program and received $880K in state revenue sharing. The remainder of the project will be funded by the stormwater utility fund.

Stormwater collected from the surrounding 157-acre drainage area flows through the existing culvert to Mathy Park and then under Main Street to the Daniels Run stream.

Sager will be closed during construction. Detour details will be shared before construction begins.
